《向我们的下一代学习——共建全龄友好的儿童友好型城市》

Learning from Our Next Generation: Creating Child-Friendly Cities for All Ages   (2022.10)

 

1996年,“儿童友好型城市”由联合国第二次人居环境会议提出,旨在全球范围内为儿童营造美好城市和成长环境。在世界范围,联合国儿童友好城市计划(CFCI)目前已深入40余个国家、近3000个城市。2021年10月,国家发展改革委办公厅等23部委联合印发《关于推进儿童友好城市建设的指导意见》,中国正在致力于形成结合顶层设计引导与地方城市实践的以儿童友好为先导的全龄友好城市建设。本期针对“儿童友好型城市”的讨论,从儿童友好的国际视野、城市规划、儿童游戏、家庭教育、出行教育、社区规划、儿童参与、儿童与灾害预防等方面展开。通过对具体案例的梳理,集中呈现了符合“可玩性”与安全性需求并对监护人友好的理念如何在不同尺度空间上体现,在社区功能与服务的提供中如何做好儿童与家庭的身心健康建设,特殊条件下如何应对儿童面临的潜在灾害等议题。

 

In 1996, the UN-Habitat introduced the concept of child-friendly cities at the second United Nations Conference on Human Settlements (Habitat II) to make cities liveable for all. Since then, the Child Friendly Cities Initiative (CFCI) has been launched and is now present in almost 3,000 cities across more than 40 countries. In October 2021, the General Office of the National Development and Reform Commission, together with 22 other ministries, jointly issued the 'Guiding Opinions on Promoting the Construction of Child-Friendly Cities' as a guidance to bridge top-level policies with local practices and promote child-friendly cities for all ages. Issue 92 delves into various aspects critical to the place-making of child-friendly cities, including urban planning, children's play behaviour and education, community building, child safety and risk assessment, as well as international trends on the topic. Additionally, this issue highlights designs that prioritise safety and playability, community services that facilitate physical and mental health for children and families, and risk management strategies tailored to children.
