城市既是经济发展的载体，也是市民的家园，其发展核心在于吸引人、留住人。当前中国城市建设主线已经进入由增量拓张到存量提升的转型阶段，城市发展从以土地为中心转变为以人为核心。社区规划概念的引入，是以人为中心的规划形式、规划内容、规划结果和规划表现。作为以问题导向为主体的实施性规划，社区规划以一种兼具市场与科研特点的综合模式，将物质空间与非物质要素整合匹配，填补了以往住区规划的不足，推动着城市发展向本源回归。

A city is not just an economic engine but also the home of people, where the primary objective is to attract and provide housing for them. At present, urban development of Chinese cities is transforming from spatial expansion to the improvement of the built environment, meaning also a shift from being land-driven to human-centred. Community planning is introduced as a model to ground human-centred planning ideologies. As an implementation plan, community planning uses a problem-oriented approach, considering practicality and scientific research, and emphasizing non-material aspects in the design of physical spaces. This approach complements the existing residential planning model, bearing the potential to bring urban development back to its original purpose.
